Abstract
Many South African water service providers lack an inventory of their infrastructure assets and have no systematic asset management plans. This report develops a tiered asset management framework — from basic inventory and condition assessment to life-cycle costing and risk-based maintenance prioritisation — scaled to provider size and institutional capacity. The framework was piloted in eight water service providers ranging from Category C municipalities to Water Boards.
